3-Room HDB Renovation Cost in Singapore (2026 Price Guide)
A 3-room flat is the smallest renovation most families take on, but its kitchen and bathroom cost nearly as much as a bigger flat’s. Here is how the 2026 numbers break down.

A 3-room flat is about 65 square metres, so it is natural to expect a small renovation bill. In practice the 3 room HDB renovation cost is lower than a 4-room or 5-room, but not by as much as the floor area suggests. This guide shows the 2026 ranges for BTO and resale 3-room flats, explains why, and covers executive flats at the other end.
Ranges vary a lot between sources and between scopes. Treat them as a way to sanity-check quotes, not as a quote.
3-room HDB renovation cost at a glance
| Flat | BTO (new) | Resale |
|---|---|---|
| 3-room | S$30,000 - S$45,000 | S$45,000 - S$65,000 |
| 4-room | S$40,000 - S$55,000 | S$55,000 - S$75,000 |
| 5-room | S$45,000 - S$67,000 | S$58,000 - S$90,000 |
Published figures for 3-room flats range more widely than for larger ones. Some guides quote a BTO 3-room from the low S$20,000s, others in the S$36,000 to S$44,000 band, and a resale 3-room from the mid S$40,000s to above S$60,000. The wide spread mostly reflects how much carpentry and hacking each source assumed.
Why a smaller flat is not proportionally cheaper
The most expensive rooms exist in every flat:
- One kitchen and at least one bathroom need the same trades: hacking, waterproofing, plumbing, tiling and cabinets.
- Permits, project management and site protection cost about the same whatever the size.
- Cost per square metre is therefore higher in a small flat, because fixed costs are spread over less area.
Where a 3-room does save money is in flooring, painting, ceiling and the amount of wardrobe and cabinet runs.
BTO vs resale: where the extra cost comes from
A resale 3-room often costs 30-50% more than a BTO, mainly because of hacking old finishes, rewiring and re-waterproofing. Read resale HDB renovation hidden costs for what to inspect before you buy.
What drives the quote in a small flat
- Custom carpentry. Storage matters more in a compact flat, so wardrobes, a shoe cabinet and kitchen cabinets usually take the largest share. See our small HDB storage ideas.
- Layout changes. Removing a non-structural wall to open the kitchen is popular in small flats and adds hacking and permit work. Check the HDB renovation rules.
- Wet areas. Read the kitchen and bathroom cost guides.
- Finishes and fittings. Tile grade, laminates and lighting.
Executive flats and larger homes
Executive flats are larger than 5-room flats, and there is less published pricing for them. Use the 5-room range as a starting point, expect carpentry, tiling and painting areas to push the total higher, and ask designers for itemised quotes.
How to budget for a 3-room flat
- Decide your maximum budget, then ask designers what it realistically buys.
- Keep a 10-15% buffer, more for an older resale flat.
- Prioritise the kitchen, bathroom and storage you will use every day.
- Compare three itemised quotes for the same brief. Our HDB renovation cost guide and 4-room vs 5-room comparison show the larger-flat ranges.

Frequently asked questions
How much does it cost to renovate a 3-room BTO?
Many guides put a standard 3-room BTO renovation at roughly S$30,000 to S$45,000, with some quoting lower for a lighter scope and others higher for premium finishes.
How much does a 3-room resale HDB renovation cost?
A typical range is around S$45,000 to S$65,000 because of the extra hacking, rewiring and waterproofing resale flats often need.
Is it cheaper to renovate a 3-room flat per square metre?
No. Kitchens and bathrooms cost similar amounts in any flat, so the cost per square metre of a small flat is usually higher than a larger one.
